The entry qualification documents are accepted in English (except for documents issued in Ukraine upon completion of studies at local educational institutions) . In most cases you can request a suitable transcript from your school. If this is not the case, you will need official translations along with verified copies of the original. You must take the original & legalized (according to the international agreements) entry qualification documents along with you when you finally enter the university. |

Entrance Exam Description
During the selection process we examine the competency of the applicant in two ways:
The faculty decides about the eligibility of the applicant by examining the documents of previous studies (degree, subject, results). This is followed by an entrance exams that evaluate the level of study-language and basic subjects depends on speciality.
The exams can be conducted online. In order to validate the entrant’s person, exams taken remotely are recorded on video, as is the person verification process. The recording is archived for at least five years on University’s grounds and the link to that recording is available in the united base of Ministry of Education of Ukraine.

Semester 1 – Foundations of Public Administration
- Introduction to Public Administration – key concepts, theories, and structures of government.
- Public Policy Analysis – principles, methods, and evaluation of policies.
- Organizational Theory and Management – understanding public sector organizations and management approaches.
- Research Methods & Academic Writing – skills for policy research, analysis, and thesis preparation.
- Elective 1 – options such as Ethics in Public Administration, Local Governance, or Strategic Leadership.
This semester provides a strong foundation in public administration, governance theory, and research skills.
Semester 2 – Applied Public Management
- Public Finance and Budgeting – managing public resources and financial planning.
- Policy Implementation and Evaluation – turning policies into action and measuring impact.
- Leadership and Human Resource Management in Public Sector – leading teams and managing personnel.
- Applied Case Studies / Simulations – practical application of theory in public administration scenarios.
- Elective 2 – options such as E-Government, Crisis Management, or International Governance.
Students apply theoretical knowledge to real-world public administration challenges, enhancing management and leadership skills.
Semester 3 – Capstone and Master Thesis
- Strategic Governance and Reform – advanced topics in public sector strategy and innovation.
- Emerging Trends in Public Administration – digital governance, transparency, and global best practices.
- Ethics, Decision-Making, and Professional Development – developing ethical leadership and decision-making skills.
- Master Thesis / Applied Research Project – research or practical project demonstrating mastery in public administration.
This semester integrates learning, allowing students to apply skills in public projects and complete their thesis.
