| Entry qualification | The certificate of Completed Secondary Education is required. Compulsory entrance exam. The entry qualification documents are accepted in English (except for documents issued in Ukraine upon completion of studies at local educational institutions) . In most cases you can request a suitable transcript from your school. If this is not the case, you will need official translations along with verified copies of the original. You must take the original & legalized (according to the international agreements) entry qualification documents along with you when you finally enter the university. |

Entrance Exam Description
During the selection process we examine the competency of the applicant in two ways:
The faculty decides about the eligibility of the applicant by examining the documents of previous studies (degree, subject, results). This is followed by an entrance exams that evaluate the level of study-language and basic subjects depends on speciality.
The exams can be conducted online. In order to validate the entrant’s person, exams taken remotely are recorded on video, as is the person verification process. The recording is archived for at least five years on University’s grounds and the link to that recording is available in the united base of Ministry of Education of Ukraine.
Program Structure
Year 1 – Foundations of Public Management
Introduction to Public Administration, Political Science & Public Policy Basics, Economics (Micro & Macro), Business Mathematics & Statistics, Information Technologies in Public Administration, Foreign / Ukrainian Language.
Your first year builds a solid foundation in public administration, economics, and analytical skills to understand how governments and public organizations operate.
Year 2 – Core Public Management Skills
Organizational Behavior & Human Resource Management, Finance & Budgeting, Administrative Law & Public Policy Analysis, Project Management in Public Sector, Communication in Public Administration.
The second year focuses on managing people, budgets, and projects, preparing you to handle real public sector challenges.
Year 3 – Advanced Management & Governance
Strategic Planning & Decision Making, E-Governance & Digital Public Services, Public Sector Risk Management, Ethics & Leadership in Public Administration. Electives (e.g., International Public Administration, Local Governance).
This year you’ll learn to plan strategically, lead ethically, and use modern technologies to improve public services.
Year 4 – Practice, Specialization & Final Project
Public Policy Implementation & Evaluation, Advanced Administrative Management, Pre-diploma Internship / Practical Training, Bachelor’s Thesis in Public Management. Advanced Electives (e.g., Policy Analysis, Innovation in Public Administration)
In your final year, you’ll apply theory to practice through internships and projects, completing your thesis and preparing to take on leadership roles in government, NGOs, or international organizations.
Overview
The program prepares you to lead and innovate in public sector institutions. You’ll study how governments and public organizations operate, how to make strategic decisions, and how to manage people, projects, and public services. The curriculum covers public policy, e‑governance, project management, analytics, and administrative law.
